Grant credits to this account. The reason goes on the ledger and the audit trail. A retry of the same grant carries the same idempotency key, so it can never land twice.

The plan sets prices, packs, trial credits and the monthly allowance for this account. A suspended account keeps its balance; its paid calls and key actions answer 403 account_suspended (its balance, usage, prices and packs still show) until it is reactivated — the customer's console still opens and shows the notice.
